Voter turnout increased in all communities.

The roughly 40% increase (2006 vs 2002) in local school district voter turnout can 
only be related to 'vote by mail'.

McCleary and Elma voter statistics show comparable percentage growth in total 
votes and  growth in the percentage of yes and no votes.

Oakville experienced growth in total votes cast, but the change in no votes was
double the yes vote growth.  This led to the failure at the polls.
